U.S. ISPs to test restricting heavy Internet users

On June 3rd, 2008, two United States Internet service providers (ISPs) announced they would begin tests to slow web access for their most active customers and charge them for extra speed. Comcast and Time Warner Cable, two of the largest ISPs in North America, both made separate announcements of their plans. The actions come in the wake of an investigation by the Federal Communications Commission (FCC), over whether Comcast had restricted some customers from sharing videos, music, and similar files. The FCC investigation led to a US Congress debate over whether and how much control ISPs should have over the flow of customer data.

Public interest groups complained in November 2007 to the FCC that Comcast had specifically targeted customers using applications that made use of the BitTorrent system, a popular form of file sharing. Free Press, an advocacy group that pushes for better oversight of cable operators such as Comcast, stated that Comcast practices were discriminatory towards users of the legal technology. “The cable companies see a hammer hovering above their heads and are scrambling to find ways to reduce the appearance of wrongdoing,” said Ben Scott, head of the group.

According to Roger Entner, a senior vice president from Nielsen IAG, as little as 5 percent of all Internet users may consume as much as 50 percent of all the bandwidth on the Internet. “This is the politically correct version of doing what Comcast had been doing before, though it takes the occasional [peer-to-peer] user off the hook,” Entner said. Sena Fitzmaurice, a Comcast spokesperson, said, “This says we won’t be looking at what type of traffic that there is, even though we still need to manage the network.”

Comcast’s tests are expected to begin in Chambersburg, Pennsylvania and Warrenton, Virginia.

While Comcast will attempt to throttle the speed of all its high-volume users, Time Warner Cable intends to use a different method. They will meter and bill clients, charging more money for faster speeds and larger amounts of transmitted data, functioning more like a traditional public utility, such as an electric company or cell phone service. Their metered billing test will begin on June 5 in Beaumont, Texas for newly enrolled customers. “Instead of raising prices across the board, consumers who are excessive users would pay,” said Alex Dudley, a Time Warner Cable spokesman. “It is clearly the fairest way to fund the investment that is going to be required to support that use.”

An Associated Press report that Time Warner Cable will bill customers between $29.95 to $54.90USD per month has been confirmed by the cable operator, with clients charged an extra $1 for each gigabyte (GB) by which they exceed their purchased plan. Art Brodsky, communications director of Public Knowledge, a consumer advocacy group in Washington D.C., has expressed concerns about the Time Warner Cable plan. Time Warner Cable’s most expensive offering, $54.90, comes with 15 megabits-per-second of data transfer speed and a 40 gigabyte limit on total data transfer.

“An HD (high-definition) movie is 8GB or so, three movies is more than half your allowance for a month, and heaven knows what else you might want to watch,” Brodsky says. “This is not a relieving congestion scheme as much as it is a rationing scheme. All it does is protect an inadequate infrastructure from the cable company.”

Macomb, New York Councilman Steve Burke took some time to speak with Wikinews about his campaign for the U.S. Democratic Party’s 2016 presidential nomination.

Burke, an insurance adjuster and farmer, was elected councilman in Brookhaven, New York in 1979. He left the town after being accused and found not guilty of bribery in the 1980s. Since 1987 he has served as Macomb councilman off-and-on and currently holds the post. From 1993 to 1996 and 1999 to 2002 he worked as chairman of the Democratic Party of St. Lawrence County, New York. Among his many political campaigns, Burke unsuccessfully sought the Democratic Party’s presidential nomination in 1992 and recently attempted to run for U.S. Congress in 2014 but too many of his ballot petition signatures were found invalid. Burke filed with the Federal Election Commission to run for president in the 2016 election on September 18, 2015 and has qualified for the first-in-the-nation New Hampshire Primary.

Settlement returns billions to California schools funding

The state’s teachers and schools chief Jack O’Connell have settled their lawsuit against Gov. Arnold Schwarzenegger and, as a result, billions of dollars in school funding O’Connell and the teachers claimed the governor misappropriated during the state’s fiscal crisis will be returned to the schools.

“The restoration of funding to California school districts is very positive news,” New Haven schools Superintendent Pat Jaurequi told the James Logan Courier.

“This is a day for celebration in schools throughout California. When this lawsuit was filed, I promised that I would fight up and down the state until the funding owed to our schools was restored,” O’Connell, the state superintendent of Public Instruction, said in a statement last week. “I also promised I would give the Governor credit for doing the right thing if he restored this critical funding. Today, I want to thank Governor Schwarzenegger for working with the education community to invest wisely in our schools — the best investment we can make in California’s future.”

“This is a good thing for our schools and community colleges throughout California,” said Barbara E. Kerr, president of the California Teachers Association, one of the parties to the lawsuit. “Having all the money owed to our schools under Proposition 98 and the governor’s agreement of 2004 restored to our students is the news we’ve been waiting for.

In a statement regarding the settlement, Schwarzenegger said, “I am pleased to announce a resolution that will put the dispute regarding Proposition 98 funding behind us and allow us to invest an additional $3 billion in schools in a way that best helps our students.”

Proposition 98 is an amendment to the state Constitution, passed in 1988, that established a minimum funding level or guarantee for K-12 education and community colleges. O’Connell and the California Teachers Association sued Schwarzenegger and the director for the California Department of Finance last summer after when they diverted billions of dollars earmarked for the schools under Prop. 98 to overcome budget deficits that were crippling California, violating an agreement made with educators the previous year.

The agreement restores funding Proposition 98 funding that was due, but not provided in the 2004-05 and 2005-06 fiscal years. The Governor’s May Budget Revision will include $2 billion and language that provides an additional $3 billion to be paid in installments between fiscal year 2006-07 and fiscal year 2013-14, or until paid in full.

In addition to the settlement funds, Schwarzenegger’s “May Budget Revision,” announced last week, also directs billions more of the state’s money to schools. Schwarzenegger said bulging state coffers, filled by unexpected tax revenues, allowed him to budget an extra 8.1 billion for schools, for a total of $55.1 billion-an over 17% overall funding increase from 2004-2005.

The settlement and the new budget figures “will allow us to make good on the debts to schools created through the recent lean years and to make important new investments in public education,” said O’Connell.

Schwarzenegger had some ideas about how the money should be spent. “For K-12 schools, I propose that we concentrate these funds to improve instruction in schools with low academic achievement. We should direct the funds to the classroom level for such things as lowering class size, attracting and supporting quality school leadership and fully credentialed and experienced teachers, supporting greater involvement of parents, providing more counselors in high schools, and increasing quality professional development, instructional materials, improved instruction and accountability.” he said.

Although pleased by the outcome of the lawsuit, Jaurequi was cautious about predicting its effect in New Haven “ It is significant to note that two-thirds of the new funding is one-time in nature and is not an ongoing revenue stream,” she said.

“Although the budget process is far from over and we will likely differ on some of his budget priorities, I am happy to thank Governor Schwarzenegger for working with the education community to invest in public education,” said O’Connell, who’s been embroiled in controversy and litigation over the California High School Exit Exam in recent weeks.

“I am particularly pleased to see that the Governor has increased funding to expand remediation programs for students who are struggling to pass the California High School Exit Exam, and to pay for new summer and evening administrations of the Exam,” said O’Connell, who wrote the law requiring the exam when he was a state legislator in 1998, “ I also applaud the increase in funding to expand and improve student nutrition programs giving more students the opportunity to make healthier food choices on campus. In addition, I am very happy to see additional funding for high school counselors. Our state currently has the lowest ratio of counselors to students in the nation. This is a statistic we need to improve upon”.

2020 Melbourne Lord Mayor candidate Wayne Tseng answered some questions about his campaign for the upcoming election from Wikinews. The Lord Mayor election in the Australian city is scheduled to take place this week.

Tseng runs a firm called eTranslate, which helps software developers to make the software available to the users. In the candidate’s questionnaire, Tseng said eTranslate had led to him working with all three tiers of the government. He previously belonged to the Australian Liberal Party, but has left since then, to run for mayorship as an independent candidate.

Tseng is of Chinese descent, having moved to Australia with his parents from Vietnam. Graduated in Brisbane, Tseng received his PhD in Melbourne and has been living in the city, he told Wikinews. Tseng also formed Chinese Precinct Chamber of Commerce, an organisation responsible for many “community bond building initiatives”, the Lord Mayor candidate told Wikinews.

Tseng discussed his plans for leading Melbourne, recovering from COVID-19, and “Democracy 2.0” to ensure concerns of minorities in the city were also heard. Tseng also focused on the importance of the multi-culture aspect and talked about making Melbourne the capital of the aboriginals. Tseng also explained why he thinks Melbourne is poised to be a world city by 2030.

Tseng’s deputy Lord Mayor candidate Gricol Yang is a Commercial Banker and works for ANZ Banking Group.

Currently, Sally Capp is the Lord Mayor of Melbourne, the Victorian capital. Capp was elected as an interim Lord Mayor in mid-2018 after the former Lord Mayor Robert Doyle resigned from his position after sexual assault allegations. Doyle served as the Lord Mayor of Melbourne for almost a decade since 2008.

Taiwanese government supports IT industry by participating in 2007 Taipei IT Month

2007 Informonth (IT Month), the annual exhibition for IT & 3C industries every winter in Taiwan, started in Taipei on December 1st and will run until December 9th in the Taipei World Trade Center (TWTC). Government officials, such as President of the Republic of China Shui-bian Chen, Premier of the Republic of China Chun-hsiung Chang, Commissioner of Council for Cultural Affairs Chin-chu Weng, Minister of Economic Affairs Steve Ruey-long Chen, Minister of Education Cheng-sheng Du, and Minister of Overseas Compatriot Affairs Commission Fu-mei Chang participated and visited this show to support the IT industry in Taiwan.

Due to several conflicts between political factions, the Pan-Green and Pan-Blue Coalitions, Taipei Computer Association, the organizer of IT Month, changed their plan to hold the Opening Ceremony at the second floor of the TWTC.

Not only did President Shui-bian Chen praise the progression of the IT and Networking industries in Taiwan, but Chun-hsiung Chang also replied to some comments on “Looking Down Taiwan” by a candidate of 2008 Taiwan Presidential Elections Ying-jeou Ma and confidently said, “Since the IT Month can showcase the achievements on the IT and Networking industry, why can Ma deliberately vilify those industries for his votes?” And before the executives left the TWTC, Cheng-sheng Du answered, “Obey the laws” to the media as they asked about the recent issue of “Gate of Great Centrality and Perfect Uprightness”.

It wasn’t just politicians that attended, however. The Research, Development and Evaluation Commission, Ministry of Economic Affairs, Council of Agriculture, Ministry of Education, Environmental Protection Administration, Ministry of Transportation and Communications, Taipei City Government, National Science Council, National Palace Museum, and National Taiwan University Hospital all participated in the show to showcase their industry solutions and milestones of IT and networking industries.

Aerial collision over Austria kills 8

An aerial collision near Zell am See, Austria has killed 8 people, 5 Swiss citizens, 1 French, 1 German and 1 Austrian.

The collision occurred Monday afternoon between a Super Puma helicopter belonging to Helog S.A, based in Küssnacht (Switzerland), and a private Diamond DA20 “Katana” light aircraft which had taken off from the aerodrome at Zell am See.

All 7 of the passengers and crew from the helicopter were pronounced dead at the scene, as was the pilot of the light aircraft, which had no passengers on board.

The debris from the accident spread over a 20 metre radius and bystanders near to the incident reported seeing a “huge ball of fire in the sky”.

The reason for the accident is presently unclear as both craft have been confirmed as passing pre-flight testing at their respective take-off locations. Furthermore, Zell am See tower radioed the helicopter that a plane was taking off, to which the helicopter replied positively. This conversation should have been heard over radio by the pilot of the plane.

The site of the accident is now being guarded by police, pending the arrival of an investigation team and a delegate of the state attorney.
