India and China to develop friendly relations

India and China planned to resolve boundary disputes peacefully and develop friendly relations with each other in the 15th round of boundary talks begun Monday. Shivshankar Menon, National Security Advisor, represented India while Dai Bingguo represented China.

To control the Sino-Indian border effectively, Liu Zhenmin, China’s Assistant Foreign Minister, and S. Jaishankar, India’s ambassador to China, signed an agreement titled “Working Mechanism for Consultation and Coordination on India-China Border Affairs”. The text of the agreement, as released by the Indian Ministry of External Affairs, states, “[The mechanism will] undertake other tasks that are mutually agreed upon by the two sides but will not discuss resolution of the Boundary Question or affect the Special Representatives Mechanism.”

The agreement allows live contact between the countries’ foreign offices for problems along the Sino-Indian border, officially called the Line of Actual Control (LOAC). Also, meetings are to be held in each of the two countries alternately, once or twice annually. The two sides see the agreement as an important step in gaining trust and strengthening each other.

Relations between the two countries have not been good since the Sino-Indian War of 1962. The relations lapsed in 2011 due to visa rows and exploration of oil in South China Sea. Further, the Dalai Lama’s refuge in India has caused friction with China. China also claims 90,000 square kilometers of land governed by India in the Tibetan region and India claims 38,000 square kilometers of Kashmir held by China.

Analysts say China is facing both economic problems, and difficulties with neighbouring countries. Its major allies North Korea and Pakistan have their own troubles. China maintains unfavorable relations with other neighbours like Vietnam, Australia, and Japan.

The ‘return to Asia’ strategy of the United States focuses on China, and India figures in it as an important ally.

Dai wrote in a newspaper column, “What we face is a golden period to grow China-India relations. The world has enough space for China and India to achieve common development, as there are so many areas for us to work together”. He further added during the session, “While working hard to develop itself, China is fully committed to developing long-term friendship and cooperation with India.”

Dai claimed trade between the two countries has increased by a factor of 20 in the last ten years. He summarized, “As neighbors and two big countries with a combined population of 2.5 billion, China and India can join hands, seize the historic opportunity, and work together to further advance our friendship and cooperation”.

The boundary talks were to be held in November, but were postponed over Chinese disapproval of India allowing the Dalai Lama into a Buddhist meet in New Delhi.

CARTOSAT-I and HAMSAT satellites launched precisely by PSLV-C6, will have longer life

India’s recently launched satellites, the 1560 kg Indian Remote Sensing satellite, CARTOSAT-1 for stereoscopic cartographic applications and 42.5 kg HAMSAT will have a longer life as per the Project Director, PSLV, N Narayana Murthy.

Murthy told reporters that the additional fuel in the satellites for putting them into the right orbit can now be utilized for orbit maintenance maneuvers. This is due to their precise injection into the orbit by the PSLV-C6 Launcher.

PSLV-C6 was launched by Indian Space Research Organization (ISRO) on May 5, 2005 10:15 IST (May 05, 04:45 UT). PSLV-C6 placed both the satellites in polar Sun Synchronous Orbit (SSO) at an altitude of 632 x 621 km with an inclination of 97.8 deg with respect to the equator. The solar panels of CARTOSAT-1 were deployed soon after its injection into orbit.

CARTOSAT-1 is the eleventh satellite in the Indian remote sensing satellite series and is intended for cartographic applications. It carries two panchromatic cameras that take black-and-white stereoscopic pictures in the visible region of the electromagnetic spectrum.

HAMSAT is a Micro-satellite for providing satellite based Amateur Radio services to the Indian as well as International community of Amateur Radio Operators (HAM).

Is An Australian Terrier Puppy The Right Choice For Me And My Family?

*The Australian Terrier is a smaller dog well suited to apartment or country living. She requires plenty of exercise and a properly fenced in yard would be ideal. She has excellent hearing and makes a great watchdog. She is good with older children. Very young children may not be appropriate for her. She may chase cats and small animals but generally gets along with the household pets but needs early socialization. She trains easily and is highly intelligent.

*Approximate Adult Size. The Australian Terrier adult (two years old or older) height is approximately 10 to 11 inches at the withers (the highest point of the shoulder) and weighs from 12 to 14 pounds.

*Special Health Considerations. The Australian Terrier is a relatively healthy breed but the following could be a problem. Patella luxation (congenital condition in which the kneecap dislocates), Legg-Calve-Perthes Disease (ball portion of hip not correct probably due to genetics, causes pain and lameness), hypothyroidism (sluggish thyroid gland which can result in weight gain), Canine Diabetes (no cure, diet, exercise and daily insulin injections), skin allergies and epilepsy (common in dogs).

*Grooming. The Australian Terrier has a double weather proof coat. The inner coat is soft while the outer coat is straight and harsh, running about 2 ? inches long. She needs to be brushed several times a week and plucked every three months or so. This will help keep

your pets coat clean and healthy and your house much more free of shed hair. Brushing will also help you keep a closer eye on your pets health and strengthen your emotional bond with your pet. Be sure to talk to your pet while brushing her.

Dogs teeth should be brushed at least twice a week with toothpaste and toothbrush designed for dogs. Brushing removes the accumulation of plaque and tartar which can cause cavities (rarely) and periodontal disease. Dog periodontal disease can lead to pain, loss of teeth, bad breath and other serious disease.

To avoid health problems, her toenails may need to be examined to determine if they need to be clipped. The toenails of the rear feet grow slower than the toenails of the front feet. Generally a guillotine type trimmers is the best for this chore and competent instructions to accomplish this can be found on the net.

*Life Span. The Australian Terrier can live between 13 and 15 years with proper nutrition, medical care and excellent living conditions.

*History. The Australian Terrier was developed in Australia for uses such as companion, vermin hunter, watchdog and shepherd. The ancestors of this breed came from the United Kingdom and are the precursors of the Scottish and British Terriers.

Paul Schäfer, founder of Colonia Dignidad, dies at 88

Paul Schäfer died at 88 from cardiac-respiratory arrest on early Saturday morning in a Chilean prison hospital. Schäfer was the founder and former leader of Colonia Dignidad, an enclave used for torturing and exterminating political prisoners during Augusto Pinochet’s dictatorship. Hr was convicted for sexually abusing 26 children for years, and retained thousands of people under his own tyrannical regime, that worked as an aside territory in the country, where people spoke the German language.

Jorge Zepeda, magistrate who investigated the crimes made in Colonia Dignidad, reported that Schäfer was unconscious when he died. He was to stay in prison for 33 years. Hernán Fernández, one of the lawyers against Colonia Dignidad, said that Schäfer’s death should help to accelerate the judiciary processes. Chilean President Sebastián Piñera said, “Paul Schäfer will be judged by the divine justice.”

Schäfer was born in 1921, in Siegburg, Germany. He was a non-commissioned Nazi officer, who moved to Chile after the Second World War, evading accusations of sexual abuse of minors. He established an organization in a rural area of Chile, in favour of the poor people, located 400 kilometers south of Santiago, to the border of Argentina. He named this place Villa Babiera.

He began his rule of this area in 1961; he established a private tyrannical regime, where almost 300 Germans worked for decades without pay. Men and women were segregated, and people who tried to escape were killed. Adults and children considered it an “honour” for Schäfer to chose to have sex with them.

When Pinochet’s regime ended, Schäfer escaped from Chile in 1996 to avoid being imprisoned, after he came under investigation for human rights violations and abuse to minors. He was detained in Argentina, and then extradited back to Chile in 2005. Since then he was imprisoned. Colonia Dignidad still exists, though without the power they had before, less secluded and with new leaders.

It Is Not Why Nurses Are Leaving It Is Where They Are Going

A recent American Nursing Association (ANA) poll indicates that 18.8 percent of nurses in the U.S. do not work in nursing. A study by the Center for Health Outcomes and Policy Research reveals that 22.7 percent of nurses plan to leave their hospital jobs in the next 12 months. Despite record-breaking salaries and bonuses, nurses are leaving hospital jobs in droves, resulting in the nursing shortage that has captured the attention of the American public.

As a nurses, you know this shortage is not a new trend. Since the average nurse is 46, I’m sure many of you remember the “bonus” days of the early 1980s when a nursing degree and a pair of clean white shoes got you a job anywhere. Today we’ve come full circle – a nursing degree and some brain activity will do: “Thank you for the emailed resume. Can you start today?”

The reasons nurses are leaving the profession today are equally familiar. The complaints from two decades ago still apply: nurses are understaffed, underpaid, under-appreciated, under-insured and under-you-name-it. On top of all that, nurses must work 26 weekends and at least five holidays a year and endure nightmarish schedules.

In addition, today’s nursing shortage is being intensified by three new phenomena: managed care, on-the-job health risks and alternative careers for nurses.

Managed Care Compromises Nursing Care

In spite of giving more than they have to give every day, nurses in all settings can no longer deliver the level of care of which they are capable. Nurses who remember the “good old days” battle the shame of knowing they’re partially responsible for the deaths of 98,000 patients in hospitals every year. That death toll is equivalent to a jumbo jet crash every other day, yet the number doesn’t even include patients who become victims of injury and illness while in the hospital.

Why are patients dying unnecessarily? Nurses have less time to see more patients. They have more to do and fewer tools to do it with. They must contend with increasingly complex equipment and less trained staff. LVNs/LPNs, nurse’s aides and nursing assistants are replacing skilled nurses at the bedside. Yet nurses still get little respect and face more responsibility when everything turns sour. In this “dark age” of medicine the words “quality of care” are becoming an oxymoron.

This trend goes against our education and against our very nature as nurses. Certainly some people get into nursing solely to make a living and don’t progress beyond that stage. They’re part of the problem. For most of us, though, nursing is more than a profession – it’s a calling that attracts the “best and the brightest” who want to make a difference in people’s lives.

You won’t find a more caring group than nurses. Try having an anaphylactic reaction at a lawyers’ conference and see how many people come to your aid without a business card in hand.

Yet today, despite all our caring, we’re denied the ability to provide quality care. With the exception of a few great facilities around the country, we can no longer find jobs that allow us to fulfill the mission we defined for ourselves when we entered this profession. No wonder so many nurses are quitting.

Nurse Healers Fear For Their Own Health

Not only are nurses exhausted – we the healers fear for our own health. On-the-job health risks for nurses range far beyond bloodborne pathogens and latex allergies (not to mention feeling like aliens dressed in our goggles, masks and gloves). We face obvious occupational hazards, such as back injuries from long shifts pounding hospital halls and doing more lifting with less help.

We also face the less obvious hazards that aren’t just physical. Sheer exhaustion from our overwhelming schedules and our unsupportive work environment take a heavy toll.

Look around you at how many nurses smoke, drink and are overweight. These are signs of deep unhappiness and of not having time to take proper care of ourselves. Between juggling life, family and jobs, nurses often find it far easier to wolf down fast food on our 10-minute lunch break than to prepare a healthy brown-bag meal.

Isn’t it ironic that the injured and disabled are treating the sick? No wonder the nurses dangerous workplace is yet another reason for the flight of such talented caregivers.

Nurses Choose a New Career and a New Life

The bright spot in this grim scenario – and the most distinctive aspect of today’s nursing shortage – is that we can enjoy better, more satisfying careers as nurses elsewhere. Admit it, you know nurses who’ve left traditional nursing and are prospering and much happier in their new positions. Today, we’re leaving younger, smarter and better qualified than ever before. We are creating our future rather than being victims of it.

Without even leaving the hospital setting, we are using our skills and training in areas we never thought possible: risk management, utilization review, accreditation and research. Beyond the hospital we’re experiencing success selling medical- and nursing-related products, such as equipment, instruments, drugs and blood products. We’re starting companies selling our own products and services, running our own agencies and working for insurance companies and major corporations.

Many of us are becoming legal nurse consultants, both in-house and independent. Most importantly, legal nurse consultants have just begun to penetrate the legal industry. I look forward to the day when it’s considered legal malpractice for an attorney to work on a medical-related case without a legal nurse consultant on the team.

Wonder-Working Nurses Can Do Anything

Why am I confident that no nurse must be a victim of poor working conditions? Because nurses are trained to do three things simultaneously. For example, nurses make rapid, informed life-saving decisions while listening to the physician’s orders and at the same time they console the patient and family members.

The average ICU has more complex instruments and monitors than the bridge of the Starship Enterprise, and a nurse operates every one of them! Forget Superman, Spiderman and Wonder Woman. I’ll take a wonder-working nurse any day.

A career outside of traditional nursing can provide a nurse with a new purpose, a new attitude, new challenges, new rewards, new wealth and new respect. One place to find all these pluses and much more is in legal nurse consulting. If this field is not for you, look farther – the sky’s the limit these days. The only way you’ll find your star is by reaching for it.

Pro-Palestinian graffiti sprayed on the wall of Israeli embassy in Denmark

Denmark —This Friday, 29th of April at 4pm, pro-Palestinian graffiti was sprayed on the outside wall of Israeli Embassy in Denmark claiming “Break down the Wall” (Danish: “Riv muren ned”).Surveillance videos reveal a group of four women responsible for the act, as well as a driver. The women were not wearing any form of uniform, or appeared to have common ethnic background and were of different age groups. The operation was completed in less than a minute and the four offenders fled the scene.

“They must have planned the operation ahead,” says Sholi Ron, the embassy’s chief security officer, “as suggested by the relative speed of the operation. Yet, they did not take into account the surveillance cameras, which gives the police an edge.” He also pointed out that the colors were not chosen by accident.

A driver nearby has written down the plate number for the suspected vehicle. Police claim the vehicle was identified as a Mitsubishi van.

“Black, red and green, do those colors say anything to you?” says a passerby. “These are the same colors of the Palestinian flag, as well as the base for other Arab nation’s flags, I think that whoever did this thing is on the Palestinian side.”

At least two die in 15-truck pileup in California

At least two people have died and at least eight to ten were injured after two semi trucks collided in a truck tunnel on Interstate 5 (Newhall Pass) between Los Angeles and Santa Clarita California, United States, causing the tunnel to be completely shut down on both north and southbound lanes.

At approximately 11:00 p.m. (pacific time), two semi trucks collided and at least 13 other trucks smashed into the wreckage causing a massive fire. Firefighters are using foam to control the flames, which could take several hours to put out.

Officials say that the debris could take a day or more to remove and that a full inspection will have to be done on the tunnel before it can be used again because officials say that the structure of the tunnel has been compromised.

“It has impacted the structural stability of the tunnel,” said John Tripp the Fire Chief for Los Angeles County who also said that there may be more people trapped in the wreckage.

“We’re going to have to do a very methodical search. There could be unfortunately more people that were not able to escape,” added Tripp.

The tunnel is 200 feet long.

Study says dogs can smell lung and breast cancer

Dogs can be trained to detect early and late stages of lung and breast cancer accurately according to a study published by California scientists in the little-known scientific journal Integrative Cancer Therapies.

The study took place over the last five years at the Pine Street Foundation, a non-profit organization which conducts evidence-based research on integrative medicine (combining complementary and alternative medicine and mainstream medicine). Michael McCulloch and colleagues used three Labrador Retrievers and two Portuguese Water Dogs, both common pets, that received basic behavioral dog training. The researchers trained the dogs to lie down next to a sample from a cancer patient and to ignore other samples.

The samples used were breath samples from 55 patients with lung cancer and 31 with breast cancer — the two types of cancer with the highest mortality rates in the United States.

After the training phase, the dogs’ accuracy diagnosis was tested in a double-blind experiment. Among lung cancer patients, the sensitivity and specificity were 99% accurate and for breast cancer sensitivity was 88% and specificity 98%. Because these figures seem almost too good to be true, cancer experts are the same time baffled and skeptical. The authors of the study themselves also say replication of the study is needed.

Importantly, this was independent of the cancer stage, meaning the dogs were able to pick up the scent of cancer in its early stages. This is important because in many cases, the success of any treatment depends on early diagnosis. However, the researchers don’t believe this will lead to the use of dogs in the clinic soon, rather they want to find out which chemicals are actually sensed by the canines, because they could be used in laboratory assays. “It’s not like someone would start chemotherapy based on a dog test,” Dr. Gansler of the American Cancer Society said, “They’d still get a biopsy.”.

The researchers were inspired by anecdotal reports about dogs detecting cancer. In 1989, a British women consulted with her family physician because her Dalmatian kept licking a mole on her leg. At biopsy it showed to be malignant melanoma. When diagnosed too late this form of cancer has a poor survival rate, but in this case early surgery was made possible, and the women survived. Prior studies showed that breath samples from patients with lung cancer or breast cancer contain distinct biochemical markers. This provides a basis for the hypothesis that some cancer types produce volatile chemicals that dogs could smell. A study published in the British Medical Journal already proved that dogs could use their exquisite sense of smell to detect bladder cancer in urine samples, but they were only correct in 41% of cases, and another study provided preliminary evidence that dogs could detect melanomas.

This doesn’t mean you can show your breasts to your dog and it will tell you if you have cancer, other physicians caution, and scientists do not advise people to train their dogs to sniff for cancer. Unresolved issues from the study include the fact that subjects were required to breathe deeper than normal, so it’s not sure whether dogs can smell cancer in normal breath. Also, whether this is a permanent skill that would be retained by dogs was not tested.

Finally, there are concerns that could arise over liability issues: who would be responsible when the dog makes a mistake?

Current detection methods for both lung and breast cancer are not flawless. For lung cancer, chest X-ray and sputum cytology (detecting cancer cells in coughed up fluid) fail to detect many early cases, and CT scan produces many false-positive results unless combined with expensive PET scans. Although it might be comparing apples and oranges, a $2.5 million CT scanner has an accuracy of 85 to 90%. Mammography also produces false-positive results, and it may be difficult in women with dense breast tissue. As such, another type of “pet”-scan, using dogs as a biological assay, might prove feasible for screening if supported by further research. Current tests are also expensive so the use of dogs for preliminary cancer testing could prove to be an affordable alternative for countries in the developing world.
