US General invokes right against self-incrimination in Abu Ghraib case

Thursday, January 12, 2006Maj. Gen. Geoffrey Miller, a top US commander who supervised the detention and interrogation of detainees at Guantanomo Bay and Abu Ghraib facilities declined to testify in a court-martial proceeding, by invoking his right to not implicate himself, the Washington Post reports. This is believed to be the first time that the role of senior officers in the prisoner abuse scandal has formally surfaced.

Gen. Miller declined to testify during the court-martial trial involving two dog-handlers who are accused of detainee abuse. An attorney for one of the accused is seeking to question Miller on whether he ordered the use of dogs to frighten detainees during interrogations.

Gen. Miller’s lawyer has stated that the decision to decline testifying was taken as Miller has been repeatedly interviewed over the last several years, and that he stands by his previous statements made to Congress, Army Investigators and lawyers.

Chula Vista, California becomes model for blight control laws in the US

Tuesday, October 14, 2008

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Kansas library discusses Wikipedia

Tuesday, February 5, 2008

This article mentions the Wikimedia Foundation, one of its projects, or people related to it. Wikinews is a project of the Wikimedia Foundation.

A diverse group of approximately 25 people gathered at the Johnson County Library on Monday to participate in reference librarian Scott Vieira’s class, Wikiwhatia? Wikipedia.

Scott opened the session by sharing a disparaging quote from Robert McHenry (former editor-in-chief of Encyclopedia Britannica) comparing Wikipedia to a public restroom. He then shared a quote from Andrew Keen, author of The Cult of the Amateur, in which he stated Wikipedia is the blind leading the blind. Scott shared Wikipedia usage data from a 2007 Pew Internet study showing 36% of adults have consulted Wikipedia and that that Wikipedia receives 10,000-30,000 searches per second. Scott also pointed out that Wikipedia now has over two million articles in English alone (over nine million articles in 250 languages). So there is a discrepancy here, lots of critics and lots of use.

Scott then shared some historical information in order to provide a context for understanding Wikipedia. This included some important names and dates in the history of encyclopedias… including Pliny the Elder (23-79 C.E.) who published 37 Volumes of Natural History, and Joachim Sterck van Ringelbergh (c. 1499-1556) who first used the term encyclopedia, and then d’Alembert and Diderot who published 17 volumes of their French Encyclopedia from 1751-1765. Encyclopedia Britannica was first published in Scotland in serial format 1768-1771.

Scott also discussed more recent history, sharing a photo of Ward Cunningham –who is credited with being the inventor of wiki software. Wikipedia was founded on Jan 15, 2001 by Larry Sanger and Jimmy Wales. Sanger left Wikipedia in 2002 and founded Citizendium in 2007 a complementary project which now has 4500 articles.

After the historical perspective, the class moved into using Wikipedia. Everyone in the audience had used Wikipedia. The class explored the content of Wikipedia, realising there is a whole lot going on. Scott demonstrated that the article about “frogs” for example, is semi-protected. The “history of science” article was examined, including the history of changes. Discussion covered how people contribute, who contributes and edits. The group also talked about Wikipedia bots, which aid in routine tasks in a semi-automated or automated fashion.

A discussion about teachers, school media specialists and students regarding their use of Wikipedia ensued. Some teachers and school media specialists are negative about Wikipedia, but Scott’s hope is that they will use it to start a discussion about the need to evaluate and critically think about information (even when it’s from more traditionally reviewed and edited sources).

An unanswered question from an audience member was, “What was the first Wikipedia article?”

Discussion topics from Scott to audience were as follows:

 • Do you think Wikipedia is less accurate than published resources and how important is that accuracy to you?
 • How do we determine authority on a subject? How important is it that an article be written by an expert? How is Wikipedia changing our idea of what an authority is?
 • Currency – the ability to publish immediately – what are the advantages and what are the disadvantages?
 • What do we think about the content selection in Wikipedia?
 • Should Wikipedia be used by librarians?
 • What do you think about the future of Wikipedia?

Parents prosecuted after homeopathic treatment leads to daughter’s death

Friday, May 8, 2009

Thomas Sam, 42, and his wife Manju Sam, 36, from Sydney, Australia, are undergoing trial for manslaughter by gross negligence for the death of their nine-month-old child, Gloria. She died from infection caused by severe eczema after they shunned effective conventional medical treatments for homeopathy, a form of alternative medicine that has been described as pseudoscience. Articles in peer-reviewed academic journals including Social Science & Medicine have characterized homeopathy as a form of quackery.

Gloria developed severe eczema at the age of four months and the parents were advised to send the child to a skin specialist. Thomas Sam, a practising homeopath, instead decided to treat his daughter himself. His daughter’s condition deteriorated, to the point that the baby spent all her energy battling the infections caused by the constant breaking of the skin, leading to severe malnutrition and, eventually, her death. By the end, Gloria’s eczema was so severe that her skin broke every time her parents changed her clothes or nappy, and in the words of the Crown prosecutor, Mark Tedeschi, QC, “Gloria spent a lot of the last five months of her life crying, irritable, scratching and the only thing that gave her solace was to suck on her mother’s breast.” Gloria also became unable to move her legs.

Mr. Tedeschi also told the court that, over the last five months of her life, “Gloria’s eczema played a devastating role in her overall health and it is asserted by the Crown that both her parents knew this and discussed it with each other.” However, despite their child’s severe illness, and her lack of improvement, the Sams continued to shun conventional medical treatment, instead seeking help from other homeopaths and naturopaths. Gloria temporarily improved during the rare times they used conventional treatments, but they soon dropped them in favour of homeopathy, and she consistently worsened.

Allegedly, Thomas’ sister pleaded with him to send Gloria to a conventional medical doctor, but he replied “I am not able to do that”. The parents are also accused of putting their social life ahead of their child, taking her on a trip to India and leaving her to servants while embarking on a busy social schedule, and giving her homeopathic drops instead of using the prescription creams they had been given.

Gloria was finally taken to the emergency department shortly before her death. By this time, “her skin was weeping, her body malnourished and her corneas melting”, according to the Sydney Morning Herald.

Speaking in the parents’ defense, Tom Molomby, SC, said that, as the parents came from India, where homeopathy is in common use, they should be declared not guilty due to cultural differences.

Homeopathy is a form of alternative medicine which treats patients with massively diluted forms of substances that, if given to a healthy person undiluted, would cause symptoms similar to the disease. Typical treatments take the dilutions, with ritualised shaking between each step of the dilution, past the level where any molecules of the original substance are likely to remain; for homeopathic treatments to work, basic well-understood concepts in chemistry and physics would have to be wrong. There is no evidence that homeopathy is more effective than placebo for any condition.

Take Care Of Computer Security For Teen At Home

Submitted by: Le Tuan Anh

Do you ever feel like you know just enough about computer security for teen to be dangerous? Let’s see if we can fill in some of the gaps with the latest info from computer security for teen experts.

We live in a world that is increasingly dependent upon computers and the Internet in order to achieve even the most modest of tasks that once would have taken a drive to the library. This drive to the library could have taken anywhere from a matter of minutes and a cursory glance through the card catalog or hours spent sifting through dusty shelves and outdated collections of books in order to find relevant information to the topic being researched.

Unfortunately, the clear advantages of the information age, such as ready access to information twenty four hours a day seven days a week with just the click of a few keys is also proving to be a logistical nightmare when it comes to safeguarding the security of homes and businesses around the world. There is so much information floating around in cyberspace and we unwittingly contribute even more information each and every time we enter a phone number, address, or bank account number into our computers. The problem is that we often need to enter these things in order to get the information or merchandise we require from our computers.

To safeguard your children from Internet predators and material that simply isn’t appropriate for their viewing needs enable parental controls on the computer. Your children may protest but a few hours of their complaints is well worth the peace of mind you have knowing that nothing should be getting through that you don’t want them to view. This will result in some uproarious moments as favorite websites may be tagged for ridiculous reasons you’ll have to take those on a case-by-case basis and decide whether or not you want to allow your children access to these sites that are often tagged with no real reason or inappropriateness. No system is perfect but doing nothing would be far worse.

If your computer security for teen facts are out-of-date, how will that affect your actions and decisions? Make certain you don’t let important computer security for teen information slip by you.

Another thing you should do in order to more closely monitor their Internet activity is keep the computer in a centralized area in the home rather than allowing them to bring computers into the privacy of their bedrooms where they are unobserved. You should also keep in mind that even the best and brightest among us are quite likely to be outshone by our children when it comes to computer savvy. Do not trust that minimal efforts will net the big results you are hoping to achieve.

Discuss proper online safety procedures with your children, especially your teens. Remind them of these things on a regular basis and drill it into them. Safety is the most important thing when having discussions online, in chat rooms, or even in weblogs and websites. It is amazing how much information is accidentally given away through conversations that would never have been given away if direct questions had been asked in order to get that information.

For this reason it is even more important that you stress the urgency of secrecy on the Internet. Team names, practice times, school names, and sports participation should be kept to a minimum on the Internet as all of these things can be used in order to isolate and identify your teen. Photos should also be limited in all honesty, particularly those in cheer leading or ball team uniforms that can easily be used to identify location as well as those that include car tags and other relevant information that is identifying in nature. While this may seem harsh to your teen it is much better to be harsh with them than go through the heartache and uncertainty of a missing teen or worse because of Internet predators.

The safety of your teen is the most important thing you can protect on your home computer and if you do not make him or her aware of the risks he or she will not take those risks seriously. Part of home security is protecting your family members from themselves as much as it is to protect them from the world outside.

There’s a lot to understand about computer security for teen. We were able to provide you with some of the facts above, but there is still plenty more to write about in subsequent articles.

Swedish men suspected of nuclear plant sabotage released

Thursday, May 22, 2008

Two Swedish men that were arrested for being suspected of sabotaging the Oskarshamn Nuclear Power Plant in Sweden, have been released from police custody. Both men were arrested on Wednesday after traces of Acetone Peroxide, or TATP, were found on a plastic bag. TATP is also an organic peroxide which is sometimes used in making household cleaning chemicals.

“Both men have been cooperative but they deny any wrongdoing and waived the right to legal counsel. There was no legal ground to hold them any longer,” said Swedish police in a statement to the press. The police also noted that an investigation is ongoing.

The unnamed men, in their 40’s and 50’s, were arrested after security officials at the plant discovered traces of the explosive substance on a plastic bag inside a bag one of the men was carrying. Both men were contractors hired to do welding work in the plant which is owned and operated by Oskarshamnsverkets Kraftgrupp OKG.

Security detected the material on Wednesday during what was described by CNN as a “routine” security check. Authorities were called to the plant along with the bomb squad, who sealed off parts of the plant. Police believe it was on one of the man’s hands when it rubbed off onto the bag, but no bomb was found on the premises after an extensive search.

TATP is “very unstable, very sensitive to both friction and shocks,” said Swedish Defense Research Agency expert, Svante Karlsson. A small amount could cause serious damage to someone handling the material which is described as ‘Mother of Satan’. Would-be ‘shoe bomber’ Richard Reid used the substance in an attempt to blow up American Airlines flight 63 from Paris, France to Miami, Florida in 2001. The same substance was also used in the July 2005 bombings in London, England.

American athlete Marion Jones tests positive for EPO

Sunday, August 20, 2006

Correction — January 23, 2006 Cyclist Floyd Landis failed a drugs test for the hormone testesterone, not adrenaline as reported in the article.

Track star Marion Jones, winner of 3 gold medals in the 2000 Sydney Olympics, has tested positive for the performance enhancing drug, EPO. The hormone helps create extra red blood cells which allows the user’s body to absorb extra oxygen.

Jones was expected to compete in yesterday’s Golden League meet in Zurich, Switzerland, but left early in the morning for “personal reasons.” It was announced earlier today (UTC) that she had tested positive for EPO. Jones faces a two year ban if her B test sample comes back positive.

Jones has a history of association with steroid users and dealers. In 1999, her then husband CJ Hunter tested positive for a similar drug, nandralone. He had to withdraw from the 2000 Sydney Olympics, and received a two year ban.

Jones later divorced him, and in 2002 started a relationship with another track star, Tim Montgomery, who were both coached by Trevor Grahm.

Montgomery set a record in the 100 meter sprint of 9.78 seconds at a race in Paris that year. He was banned for two years and stripped of his record due to evidence in the Federal BALCO investigation. In the BALCO investigation, several witnesses stated that Marion Jones was taking banned substances received from BALCO.

Jones’ coach, Grahm, has been involved with 10 other athletes that tested positive and were ultimately banned for the use of illegal substances. Justin Gatlin, also coached by Grahm, also tested positive for artificial Testosterone, but has not been banned or stripped of his record.

Another American athlete, cyclist Floyd Landis tested positive for excessive levels of adrenaline after winning the Tour-de-France, which may lead to him being the first winner in the tournament’s history to be stripped of the title.
