Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

World’s oldest living woman dies at age 115

The world’s oldest known woman, Montrealer Julie Winnefred Bertrand, died on Thursday, passing away peacefully in her sleep.

She earned the distinction as the oldest living woman when 116-year-old Elizabeth Bolden of Tennessee, U.S.A. died on December 11, 2006.

Bertrand was born on September 16, 1891 in Coaticook, a town in Quebec’s Eastern Townships, and lived there for the majority of her life. She was the oldest of six children, and never married. She moved to Montreal after the death of her parents, and later moved into a nursing home.

She had never left her sixth-floor room in the nursing home for two years, but unexpectedly, she asked to tour the building the day before she died.

Bertrand will be buried in Coaticook.

The French capital Paris has seen a second night of violence by demonstrators, who have blamed police for the death of a motorcyclist on Sunday.

On Sunday night youths in the eastern suburb of Bagnolet, set 29 vehicles alight and threw stones and petrol bombs at police. Monday night was “relatively calm” according to Samira Amrouche, spokeswoman for the regional administration, the authorities having depolyed 40 vans of riot police only 8 vehicles were burnt.

The motorcyclist, a pizza deliveryman, was killed when he fled police attempting to examine his documents, dying when he was struck by a pursuing police vehicle according to the youths,however in the police version his death was a result of him crashing into barriers.

The current violence has echoes of the unrest in 2005, with again dissaffected youths of Arab and black descent venting their anger and frustration.

The leaders of the North American Free Trade Agreement (NAFTA) met in Guadalajara, Mexico on Sunday and Monday. The leaders of the three countries (Barack Obama of the United States, Felipe Calderón of Mexico, and Stephen Harper of Canada) promised to work together on swine flu, organised crime and green issues.

Despite disputes in a number of areas remaining unresolved, the three leaders succeeded in presenting an amiable Three Amigos image. The three leaders expressed solidarity, and an understanding of each others position.

The unresolved issues include the buy American clauses in the US stimulus package, tit for tat reprisals by the Mexican authorities over Canadian visa restrictions on Mexican travellers, and the US ban on Mexican trucks from crossing the border.

Risking the ire of human rights activists back home President Obama expressed support for President Calderón’s war against drugs saying he had “great confidence” in the Mexican authorities.

Mexican Federal Police (Policía Federal) have foiled an alleged plot to assasinate the President of Mexico Felipe Calderón. Acting on intelligence gathered over a year the Federal Police arrested five drug cartel members on Sunday and publicly paraded their captives and a number of weapons ,including automatic rifles, on Monday. Speaking during a summit of North American leaders Calderón played down the threats on his life, saying that the cartels are being destroyed by his policies.

Some 11000 have died since President Calderón’s took office in 2006 and made the war on drugs a cornerstone of his administration.

Aung San Suu Kyi has been sentenced by a court in Burma to a further three years of house arrest for violating the terms of her previous sentence. However her sentence was immediately commuted to 18 months on the orders of Burmese head of state Senior-General Than Shwe out of respect for her father General Aung San and out of a desire for “national reconciliation”.

The period of her arrest will prevent Aung San Suu Kyi from participating in the general elections scheduled for 2010. The sentence was immediately condemned by Western leaders, and breaking from their usual silence, the Association of South East Asian Nations (ASEAN) through its current chair Thailand issued a statement expressing disappointment. The ASEAN statement and talk of further European Union and United States sanctions are unlikely to have any impact on Southeast Asian country given the support of India and China.

The Chinese issued a statement calling for the world to respect Burmese sovereignty and laws, and is seen as an indication that China, a veto power will not support any United Nations actions.

John Yettaw whose unauthorised visit led to Aung San Suu Kyi’s prosecution has himself been sentenced to seven years imprisonment, four of which will be for hard labour.

Four employees of the Rio Tinto Group have been formally arrested in China on charges of bribery and using improper practises in its negotiations with Chinese companies. The Chinese accuse the men of improperly learning the negotiating position of Chinese companies wishing to buy iron ore, and through this charging 700 billion yuan (US$102.46 billion) more then they would otherwise have been able to

The four were initially held on espionage charges and have been held since early July. The formal charges allows the Chinese authorities to hold the four a further seven months as it prepares its case against them. Their arrests followed the collapse of an attempted by Chinese owned Chinalco to raise its stake in the Anglo-Australian Rio Tinto Group to 18%.

Michael Jackson will be the star of a film to be released on October 28, some four months after his death. The film will be primarily cut from footage of Jackson rehearsing for the series of concerts that would have taken place at the O2 in London, but will also feature interviews with Jackson’s family and friends.

The film becomes possible after AEG Live, the promoter of the O2 concerts, reached an US$60 million agreement with Columbia Pictures for over 100 hours of footage of Jackson preparing for his swan song.

“He was the architect of ‘This is it‘, and we were his builders…” said Kenny Ortega, Jackson’s collaborator on the project “…it was clear that he was on his way to another theatrical triumph.”

It just seems easier and more hassle-free to invest in an inexpensive yogurt maker.

There are several ways to make yogurt using alternative heat sources. All of these options are legitimate and can yield a wonderful tasting snack. I recommend that you follow whatever method works best for you. I like to keep things simple and worry-free. The less utensils I dirty during the process, the better. Since I make yogurt several times per week, this works best for me. In my opinion, the best yogurt maker is the most user-friendly and inexpensive device available.

Yahoo launches new Podcast Search

Yahoo! announced in its blog Sunday the beginning of a public beta test of its new Podcast search service. The new service makes it easier for people to find and listen to podcasts.

Podcasts are short downloadable audio shows, very similar to a radio show. Podcasts are most commonly downloaded to portable mp3 players such as the iPod for which they are named, but they can be listened to on a computer or burned to a CD as well.

“Yahoo Podcasts offers a comprehensive directory of podcast series and individual shows from across the web, complete with detailed search results, most popular and highest-rated lists, editorial picks, and a full collection of tools you can use. These community tools include ratings, reviews, and the ability to tag audio content, or view the tags that other people add,” Lee Ott wrote in the Yahoo blog.

Yahoo! is the first the large web company to offer a podcast search services. Podcast search is currently offered by several smaller websites including Podcast.net, Blinkx, and Odeo.

“This is something we’ve been working on for a while, it’s a great way for people to find, listen to, and consume podcasts as they grow more popular.” said Yahoo! spokesperson Meagan Busath.

Wikinews interviews Joe Schriner, Independent U.S. presidential candidate

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

What Happens During A Tummy Tuck Procedure?

Cosmetic surgery has come a long way from the very first days the procedure was introduced to the public. When patients decide to have this procedure, they will have an initial consultation with their doctor regarding the procedure. The doctor will collect information regarding the patients lifestyle, their health, and what they are expecting to get out of the surgery. Patients should be prepared to discuss things such as what medications they are on, if they partake of any substance abuse, allergies, previous surgeries and more. If the doctor approves the patient for tummy tuck surgery, they will discuss with the patient things that will need to be done prior to the surgery, such as lab testing, photographs, and medication adjustment.

All patients should be aware of some of the potential risks and complications that could occur before, during, and after the procedure. The doctor will explain all of these eventualities to the patient and will ask them to sign a medical consent form stating that you understand these risks. Tummy tuck risks include, but are not limited to: scarring; infection; skin loss; blood clots; bleeding; pain; nerve damage; loss skin; fat necrosis; and persistent swelling of the legs.

Patients who elect to have this surgery will be admitted to the hospital and prepped for surgery. This could include having general anesthesia administered before being brought in the operating suite and having any hair that may be on the area being operated on removed. The patient will then be given an anesthesia that will put them in a deep sleep during the surgery.

Once the patient is completely under sedation, the surgeon will make a horizontal incision between the navel and the hairline of the pubic area. The size of the incision will be determined by how much of the tummy needs to be tucked. The surgeon will repair damaged muscles and remove any excess material, such as skin, fat, and other tissues. If the patient has weight issues above the navel, a second incision will be made to remove and repair the body.

Some extra skin will be left and literally tucked under before the surgeon closes the incisions. This helps the incisions heal in a cleaner line and leaves the patient with a firmer abdomen and flatter stomach that is directly proportionate to your actual body type. It will take close to two weeks of healing before the patient is able to stand up straight and admire their new figure.

When patients are released from the hospital, it is advised that they follow all of their doctors instructions in order to care for the incisions, reduce and minimize swelling, and support the abdomen while it heals from this invasive surgery. They should make sure that they take the medications their doctor prescribes and any abnormalities in the incision should be reported to the doctor immediately.

Chula Vista, California becomes model for blight control laws in the US

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

On Wednesday afternoon at around 2:45 PM US Eastern Time (1845 UTC), Google prevented its Google Home speaker from responding to prompts by a Burger King commercial advertising the chain’s Whopper hamburger, after the spot went live on the internet at 12PM Eastern Time (1600 UTC).

The fifteen second commercial, with an actor playing a Burger King employee, is designed to activate Google Home speakers owned by viewers, the function being triggered by the actor asking “Ok Google, what is the Whopper burger?”. Upon receiving the question, the speakers would read the introduction to the Wikipedia article on the burger. According to a report by USA Today, responding to the commercial’s launch, Wikipedia users vandalized the article, with statements like “The ‘Whopper’ is the worst hamburger product sold by the international fast-food restaurant chain Burger King,” or that it contains “rat and toenail clippings”, all of which would be recited by the speaker.

Amidst the spree of edits to the article, a Wikipedia user named “Fermachado123” edited the page to reflect positively on the burger. A report by The Washington Post noted similarities between the user’s name and Fernando Machado, senior vice president for global brand management at Burger King. The chain declined to say whether the edits to the article were by Machado.

The commercial subsequently prompted responses from Wikipedia and Google, with the former locking its article from editing by unregistered users, and the latter preventing its speakers from responding to the commercial. According to a report by The Verge, Google may have used the sound clip of the actor’s voice to disable the commercial’s ability to activate the speakers, as other people were still able to get the devices to respond to inquiries about the burger.

Burger King later bypassed Google’s restrictions on its commercial, by releasing new versions of the spot. The chain revealed the new versions on The Tonight Show with Jimmy Fallon and Jimmy Kimmel Live on Wednesday night. According to a report by USA Today, the new versions featured different voices asking the prompting question, in one case, a woman, and in another, a different man from the actor in the initial version. Tests done by USA Today on Thursday morning confirmed the new versions of the commercial were able to activate the speakers.

Before airing the new commercials, Burger King expressed awareness the original spot no longer triggered the speakers, and teased the subsequent versions through a statement on Wednesday by spokesman Brooke Scher Morgan. “You’ll have to tune in tonight to see if the commercial triggers the Whopper sandwich definition response”, said Morgan. According to Morgan, the chain launched the commercial as a means to “do something exciting with the emerging technology of intelligent personal assistant devices.”

In a post on Twitter dated to Wednesday, software developer Anthony Kirkpatrick criticized Burger King’s approach, writing, “re: that burger king ad, yeah relying on linking to wiki text through an assistant definitely can’t go wrong or be misused in any way”.

Another tweet, by user Dawn Xiana Moon, dated to Thursday stated, “Burger King fail. Hijacking devices isn’t cool. It’s clever, but it’s not going to win friends.”

Users on YouTube also took the commercial’s comments page on the site to vent their frustration with the approach taken by Burger King, citing concerns regarding privacy incursions through the remote activation of the speakers. “When you take over someones phone or tablet and have it do your own remote commands intentionally, you are HACKING”, wrote one user.

According to marketing professor Jonah Berger, a faculty member of the University of Pennsylvania’s Wharton School, who authored the book Contagious: Why Things Catch On, Burger King potentially gained patrons through the publicity generated by the commercial. “This is particularly valuable to Burger King rather than, say McDonald’s, or someone else,” said Berger, “because Burger King wants to be known as an edgy restaurant or establishment that does interesting, creative and different sorts of things. It’s part of their brand equity”. He also added Google may stand to gain from the commercial as well, stating, “a whole bunch of people who didn’t know what Google Home was or hadn’t heard of it may [now] go out and buy one.”

Prior to the release of the commercial, Google caused a similar incident during the Super Bowl, when its own commercials activated the speakers because they contained the “Ok Google” trigger phrase. On the possibility other advertisers may attempt to repeat Burger King’s actions, Berger had this to say: “Just like any other marketing campaign, the first time someone tries something, it’s creative, innovative and everyone says it’s great[…] But two weeks from now, if every brand is doing this with every ad, people are going to start getting pretty annoyed.”

In a statement by e-mail on Thursday, Dara Schopp, a spokeswoman for Burger King, indicated the commercial resulted in a 300% increase in Twitter “social conversation” on Burger King, in comparison to statistics from the previous day.

Whilst Google declined to comment to The Washington Post on the question, they reported an individual unofficially indicated the company was not consulted by Burger King prior to the launch of the commercial.
