Corruption endangers Brazilian government

Brazil —Denunciations of political corruption threaten the Brazilian government. The most recent case involves a deputy of the political party PTB (who supports the government of the Brazilian President Luiz Inácio Lula da Silva) in a scandal of the services of post office.

Lula’s government representatives said that they will investigate all the denunciations and affirmed that the government is a victim of political enemies.

Australian government hopes to establish triage by phone

The Australian federal government hopes to slash hospital emergency department waiting queues by setting up a 24-hour national medical hotline.

A government source said that the National Health Call Centre Network would be manned by registered triage nurses 24-hours a day, 7-days a week. Triage nurses would perform a diagnosis over the phone based upon the description given by the patient. The patient would then be referred to the nearest emergency department, their local GP or pharmacy – as determined by the nurse.

The issue is expected to be discussed at next month’s Council of Australian Governments (COAG) meeting in Canberra. It is believed that the states and territories are supportive of the system.

If agreed upon by COAG, the service will be jointly funded by state/territory and the commonwealth governments at a cost of $40 million a year. The service would take 18 months to set up.

The service will be ran from a centralised call centre and be managed by a private contractor.

Julia Gillard, the opposition’s spokeswoman for health said any national call service needed to be linked with local GPs and medical services.

Gillard claims that under a Labor government, an after-hours “Pizza Hut” style service would be implemented, with a single national number connecting to a local call centre.

“You would be talking to people in the locality you are in and who know the local services,” she said

The Australian Medical Association, an organisation representing more than 27,000 doctors in Australia has slammed the proposal saying it will only deter people from seeking appropriate medical treatment.

Bush calls for US offshore oil exploration

United States President George W. Bush delivered a speech Wednesday in which he urged the United States Congress to end a ban on oil exploration off of US shores. Currently there is both an executive order and a Congressional moratorium against such exploration.

The Congress issued its moratorium in 1981. In 1989, President George H.W. Bush issued an executive order in the wake of the Exxon Valdez oil spill.

President Bush said that “we should expand American oil production by increasing access to the Outer Continental Shelf, or OCS. Experts believe that the OCS could produce about 18 billion barrels of oil. That would be enough to match America’s current oil production for almost ten years.”

“I know the Democratic leaders have opposed some of these policies in the past,” President Bush said. “Now that their opposition has helped drive gas prices to record levels, I ask them to reconsider their positions. If Congressional leaders leave for the Fourth of July recess without taking action, they will need to explain why $4-a-gallon gasoline is not enough incentive for them to act.”

Senator John McCain, who is the presumptive nominee for the Republican Party, said on Tuesday that he favors offshore drilling.

Senator Harry Reid, the Senate majority leader from the Democratic Party, said: “This week’s flip-flop on offshore oil drilling by President Bush and Senator John McCain is nothing more than a cynical campaign ploy that will do nothing to lower energy prices, and represents another big giveaway to oil companies already making billions in profits.”

“It’s cynical to say that we can drill our way out of this mess,” said Athan Manuel, of the environmental group Sierra Club. “The solution to $4 gas is not off our coast.”

A recent poll conducted by Reuters/Zogby showed that about 60% of Americans support more oil drilling and refinery construction, yet nearly the same percentage also say they are in favor of conservation.

“We will take pressure off gas prices over time by expanding the amount of American-made oil and gasoline. We will strengthen our national security by reducing our reliance on foreign oil. We will benefit American workers by keeping our nation competitive in the global economy — and by creating good jobs in construction, and engineering, and refining, maintenance, and many other areas,” said Bush in his speech.

Element #1 – Balance

The balancing of your website depends on your page layout. For example, most professional web designers prefer to have all text centered in the middle of the page, as opposed to off to the right or left. When it comes to balancing, you have three main choices:

– Symmetrical: This approach involves making your entire elements (texts and graphics) match and even. For example, you will match a heavy element on the right with one on the left. Many view this is as the safest approach, but your website may look too plain or boring.

– Asymmetrical: This approach is a bit more of a challenge, but there are different approaches you can take to ease the process. With this approach, you don t do any matching or worry about evenness. Essentially, you just focus on creating an eye-pleasing website.

Element #3 – Emphasis

When creating a web design emphasis, there should be main points on your page that draw immediate attention. You do not want your entire page to stick out because this will create too much confusion; there should be one special point that automatically draws your readers in. This can be a large headline or a graphic.

Element #4 – Rhythm

Web design rhythm, which is also known as web design repetition, enables you to focus on the important messages you want to send. You can repeat certain aspects of your design. Bill restricting Post Office closures defeated in UK Parliament; MP tells Wikinews why she supported the bill

Yesterday, the U.K. Labour Party successfully prevented a bill restricting the closure of post offices from being passed, although the governing Labour party only had a majority of 20 due to 19 of its MPs’ voting against the party line. One of these was Diane Abbott, who told Wikinews why she voted for the bill.

She told Wikinews: “Post offices are central spaces within a community.” She added that they provided invaluable services and a point of contact for vulnerable people. She also claimed they were more important in places like her constituency which has a large number of elderly people.

She added: “they are particularly important [in] places in areas like Hackney where there are fewer bank branches and a large elderly population who rely on the post office to collect their pensions.” She was “appalled” to hear of the Post Office closures in her constituency.

The Shadow Minister for Business, Enterprise & Regulatory Reform Alan Duncan of the Conservative Party was also contacted by Wikinews. He directed Wikinews to his website for more information on his opinion. On his website he says that it is “simply not good enough” to allow post offices to close.

US Boy Scouts and hikers airlifted from wildfire in Utah

On Friday, a group of hikers and 18 boy scouts were airlifted by helicopters away from a wildfire in Nephi Canyon, Utah. The hikers and scouts escaped into a rough rocky area to keep a safe distance from the dangerous wildfire after it advanced on their campground.

The wildfire started in a campground in Salt Creek Canyon, 85 miles from Salt Lake City, and has burned 13,000 acres across 20 square miles as of Friday. The fire has burned a campground and motel, and forced the evacuation of all campgrounds and cabins in its path.

Harris is an officer in the United States Army National Guard, currently serving in Afghanistan. He is also in his third year as a law student at the University of Oklahoma College of Law. Harris previously worked as an Air Traffic Controller and small business owner. He plans to enter the race in September after completing his tour in Afghanistan.

Others seeking the nomination include Libertarian activist R. Lee Wrights, radio host Jim Duensing, former Nevada Libertarian Party chair Jim Burns, marketing executive Roger Gary and attorney Carl Person. 2008 Vice presidential nominee Wayne Allyn Root is also expected to make a run.

Buffalo, New York —Attorney Arthur J. Giacalone has filed a lawsuit in New York Supreme Court against the city of Buffalo‘s Common Council and Planning board, alleging that the proposed Elmwood Village Hotel was approved “without giving meaningful consideration to either the impact on the adjoining residential neighborhood, or the unique character of this section of Elmwood Avenue.” Giacalone is representing Nancy Pollina and Patricia Morris, who operate the Don Apparel (a vintage clothing and collectibles shop at 1119 Elmwood Avenue), Angeline Genovese and Evelyn Bencinich, owners of residences on Granger Place which abut the rear of the proposed site, Nina Freudenheim, a resident of nearby Penhurst Park, and Sandra Girage, the owner of a two-family residence on Forest Avenue less than a hundred feet from the proposed hotel’s sole entrance and exit driveway.

The Elmwood Village Hotel is a 72-room, seven-million-dollar hotel proposed by Savarino Construction Services Corporation and designed by architect Karl Frizlen of the Frizlen Group. Its construction would require the demolition of at least five buildings, currently at 1109-1121 Elmwood, which house several shops and residents. Although the properties are “under contract,” it is still not known whether Savarino Construction actually owns the buildings. It is believed that Hans Mobius, a resident of Clarence, New York and former Buffalo mayoral candidate, is still the owner. The hotel is expected to be a franchise of the Wyndham Hotels group.

The lawsuit, filed in State Supreme Court, is seeking annulment of the City of Buffalo’s rezoning and site plan approvals for the hotel.

“Had the Common Council members complied with State law and waited to receive comments from the County’s planning agency, they would have been obliged to address the County’s concerns regarding the replacement of former residential buildings with ‘a much larger commercial structure’, the health effects of placing a 55-vehicle parking area next to existing homes, and the absence of a traffic study to assess the likelihood that the project would add ‘considerable congestion’ to the Elmwood/Forest intersection,” said Giacalone.

“The four-story hotel will overshadow the neighboring homes and backyards, impacting quality of life and property values. Equally as important, the project will displace a unique and diverse group of businesses that have served nearby college students and Buffalo’s arts and theater community for many years, and replace them with upscale retail establishments that will cater, not to local residents, but to affluent tourists and business travelers,” added Giacalone.

On March 22, 2006 the city’s Common Council approved the rezoning for the proposed hotel and on March 28, the Planning board approved the design and site plan of the hotel.

The lawsuit, entitled Pollina et al. v. Common Council of the City of Buffalo et al., [Index No. I-2006-3885], has been assigned to the Honorable Rose H. Sconiers, and is scheduled for oral argument at 9:30 A.M. on Thursday June 8, 2006.
