Australian government provides $15.8 million for North Adelaide Technical College

Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.

Basketball 8 Power Dribbling Drills}

Most children first learn to crawl, then walk, and finally to run. Basketball requires players to not only effectively move their feet, but also to maneuver a basketball. Basketball players first learn to dribble the basketball with one hand, then to alternate hands, and progressively to increase to more advanced dribbling. As a basketball player, a powerful and effective way to keep defenders on their toes and increase your threat as an offensive player is to develop an agile and quick dribbling technique. The power dribble can do this.

A basic power dribble is when you dribble the ball at a very intense rate. Maintain your normal form and posture. Use your muscles to thrust the ball forcefully down, and then expect the ball to quickly bounce back to your hand.

The drills described below will help you gain confidence and agility to handle a basketball in a power dribble. These drills will help you run a fast break, cut through the defensive, and outmaneuver your opponents.

1. Power crossovers – Power dribble in your right hand, then quickly bounce the ball to your left hand. Power dribble with your left for a few seconds before bouncing the ball back to your right hand.

2. Dribble blindfolded – Wrap a cloth around your head as a blindfold, or you could simply close your eyes…no peeking. Power dribble a ball for at least 60 seconds. This drill helps you enhance your tactile sense of the ball. You can enhance the drill by performing it in the center of a deserted basketball court, walking around while dribbling. To make the drill even more challenging, try power dribbling two balls, one in each hand, while being blindfolded and slowly walking around a deserted basketball court.

3. 10-5 repeats – This drill exercises power dribbling with one hand at a time. Choose which hand your would like to practice. Power dribble for 10 seconds, then soft dribble for 5 seconds. Repeat multiple times. This exercise teaches your arm muscles how to alternate between various dribbling speeds that occur during game play.

4. Dribble between legs while walking – In order to do this drill you will need a segment of floor, such as a basketball court floor, a street’s sidewalk, or a wide hallway that is deserted. Power dribble while walking up and down the walkway. Power dribble the ball between your legs to practice fancy dribbling skills. To enhance the drill, perform the drill at a quicker walking pace, maybe at a light jogging pace.

5. Double ball power dribbling – Power dribble two balls, one in each hand. This will increase your arm strength for dribbling and enhance your dribbling control. Since you can’t look at both hands at the same time, this drill will also practice your ability to power dribble without looking at the ball.

6. Power dribbling sprints – This drill requires you to power dribble for an extended period of time and run back and forth on the basketball court. Stand at one end of a basketball court. Dribble to the nearest foul line, then return to the baseline. Dribble to the middle of the court, then return to the baseline from which you started. Dribble to the farthest foul line, then return to the baseline from which you started. Finally, dribble the entire length of the court, and return to the baseline from which you started. This entire continuous power dribbling exercise counts as one complete cycle of the drill. Repeat multiple times to practice your dribbling, speed, and direction-changing abilities.

7. 3-chair dribbling – Set up 3 chairs or cones in a line, spacing each chair/cone 10 feet apart. Power dribble around the chairs/cones in different shapes, such as figure-eights, circles, or any shape. Use your imagination.

8. Dirt dribbling – This drill actually requires you to leave the basketball court and find a patch of dirt. Power dribble on the dirt for a minute or two. You will need to power dribble the ball even harder than usual in order to get the ball to bounce on the dirt. This drill is an extremely good arm workout with power dribbling.

Start with just a few of these exercises, and then expand your workouts to include more drills. You can also modify the drills to be more challenging by increasing the number of repetitions or slightly modifying the drill. The key is to vary your routines and have fun with them. By practicing the power dribble, you will greatly improve your dribbling.

Utah Man pleads guilty in wife’s death

Salt Lake City (Utah) resident and hospital orderly Mark Hacking pleaded guilty Friday to killing his wife Lori, and placing her body in a dumpster.

Mrs. Hacking’s disappearance last summer touched off an intense, weeklong search in Salt Lake County which a wire service report said was similar to the other sensational Salt Lake crime, the kidnapping of Elizabeth Smart from her own bedroom.

After Hacking admitted details of his crime to his family, earlier, he suffered a breakdown and was placed in a psychiatric hospital. He was seen in court Friday with his hands cuffed behind his back.

He admitted to the judge that he killed his wife while she slept. His motives, according to prosecutors, were his anger and despondency when she discovered that he was not accepted into a North Carolina medical school as he had claimed, but would remain a hospital orderly.

Mrs. Hacking is reported to have broken down sobbing at her workplace, a Wells Fargo brokerage, after discovering her husband’s deception. She had placed a call to the medical school’s administrators and been told he was not enrolled. He had lied to her about graduating from the University of Utah as well.

Mrs. Hacking’s mother and father were in the courtroom to hear their son-in-law declare: “I intentionally shot Lori Hacking in the head with a .22 rifle.” They said it was like a “knife in the heart” to hear that, but were happy he owned up to the crime.

The attack occurred last July. Volunteers scouring a landfill found her decomposed remains after three months of searching.

The name Robert Cailliau may not ring a bell to the general public, but his invention is the reason why you are reading this: Dr. Cailliau together with his colleague Sir Tim Berners-Lee invented the World Wide Web, making the internet accessible so it could grow from an academic tool to a mass communication medium. Last January Dr. Cailliau retired from CERN, the European particle physics lab where the WWW emerged.

Wikinews offered the engineer a virtual beer from his native country Belgium, and conducted an e-mail interview with him (which started about three weeks ago) about the history and the future of the web and his life and work.

Wikinews: At the start of this interview, we would like to offer you a fresh pint on a terrace, but since this is an e-mail interview, we will limit ourselves to a virtual beer, which you can enjoy here.

Robert Cailliau: Yes, I myself once (at the 2nd international WWW Conference, Chicago) said that there is no such thing as a virtual beer: people will still want to sit together. Anyway, here we go.

Hair problems can be a drag and ruin an otherwise great day. We all encounter hair problems at one point or another, luckily there are a number of ways we can eliminate or prevent these common hair nuisance. Below are some tips for fixing common hair problems.

Dandruff

Dandruff can be very annoying not to mention embarrassing. Dandruff is flakes of dead skin that disperses and falls off from the hair, making it noticeable or visible in a persons hair or on clothing. While the cause of dandruff is unknown, recent studies have suggested that it is caused by a type of fungus. While dandruff is not dangerous or contagious, it can be itchy and uncomfortable. To reduce dandruff flakes, you can use shampoos that are specially formulated to get rid of dandruff. Most of these shampoos contain zinc, salicylic acid, selenium sulfide or tars. When shampooing your hair with an anti-dandruff shampoo, massage your scalp gently for at least five minutes. Loosen the flakes with your fingers, but make sure to never scratch your scalp with your nails. Rinse your hair thoroughly after washing. If there is no over-the-counter anti-dandruff shampoo that works for you, you should see a doctor or hair specialist in urbane scrubs so that he or she can prescribe a liquid or lotion for your scalp.

Hair breakage

Hair strands can break when points in the hair weaken or thicken. Breakage can happen at any point of the hair, at the middle, near the scalp, or at the ends of the air. When hair breaks at the end, it is called split ends; the hair splits and can travel up to the shaft of the hair. Hair breakage is typically caused by the improper use of chemical hair treatments and the use of shampoos that contain strong chemicals. Using organic shampoo with organic and gentle ingredients can lessen hair breakage. Other major causes of breakage also include combing the hair too frequently or brushing and detangling the hair improperly. Using a wide-tooth comb and gently brushing the hair will help avoid breakage. Tight buns, braids, hair extensions, and other such elaborate hair styles can also cause the hair to break. Pulling it out on your own or leaving the hairstyle too long can cause hair and scalp damage or hair loss. In some cases, dry and brittle hair as well as hair loss can be a sign of poor nutrition or a medical condition such as hypothyroidism. Eat nutritious food packed with vitamins, minerals and proteins. If your hair is still breaking even if you take good care of it and eat healthy, you should see a doctor to determine if it is caused by a medical condition.

If your hair is breaking even though you don’t treat it with chemicals or other styling products, see a doctor.

Hair Loss

We all lose some of our hair on a daily basistypically when we shower or sleep. It is common to lose about 100 strands of hair a day; old hair fall out to be replaced with new and healthier hair. However, some people experience abnormal hair loss that thins the hair at a faster rate, which cannot be replaced naturally. This can caused baldness or bald patches. Abnormal hair loss, or alopecia, can be temporary or permanent. Some are caused by poor nutrition, a medical condition or is hereditary. You should consult your doctor if you are experiencing alopecia to determine its cause and if it can be treated.

Viktor Schreckengost dies at 101

Viktor Schreckengost, the father of industrial design and creator of the Jazz Bowl, an iconic piece of Jazz Age art designed for Eleanor Roosevelt during his association with Cowan Pottery died yesterday. He was 101.

Schreckengost was born on June 26, 1906 in Sebring, Ohio, United States.

Schreckengost’s peers included the far more famous designers Raymond Loewy and Norman Bel Geddes.

In 2000, the Cleveland Museum of Art curated the first ever retrospective of Schreckengost’s work. Stunning in scope, the exhibition included sculpture, pottery, dinnerware, drawings, and paintings.

Depakote Allegedly Responsible For Causing Ovarian Cysts In Women

Although past studies regarding the anticonvulsant medication, Depakote, have focused on the potential for the drug to cause major birth defects in infants who are exposed to Depakote in utero, recent research has indicated that Depakote may also contribute to an increased risk of ovarian cysts in women who take the drug to treat their seizure-related disorders. In fact, according to a recent study, 10.5% of women who took Abbott Laboratories’ Depakote developed irregularities in their menstrual cycles accompanied by hyperandrogenism, a risk factor for ovarian cysts. This significant risk represents a percentage 7.5 times higher than that of other anti-seizure medications, like Lithium.

Depakote use has been associated with polycystic ovarian syndrome (PCOS), a condition caused by a hormone imbalance in the brain and ovaries, affecting approximately five to ten percent of women of child-bearing age. Changes to the ovaries typical of PCOS cause multiple follicles to accumulate in the ovaries without being ovulated. The ovaries then secrete increased levels of estrogen and testosterone, causing women with PCOS to experience irregular or absent menstruation, hypertension, diabetes, excess body hair and obesity. Polycystic ovarian syndrome is also believed to be one of the leading causes of infertility in females.

The ovaries of women with PCOS receive irregular signals from the pituitary gland, which prevents them from ovulating, or producing eggs. Lack of ovulation causes infertility and can also lead to other severe medical conditions such as endometrial cancer and a disorder called endometrial hyperplasia. Many women with PCOS are prescribed a form of birth control pill since these products contain the hormones a woman’s body requires to treat the condition. By taking these hormone-containing contraceptives, women with PCOS can correct their hormone imbalance, regulate their menstrual cycle, lower the level of testosterone in their bodies, and decrease their risk of developing endometrial cancer.

According to extensive research, PCOS has a higher prevalence in women with bipolar disorder, which may be caused directly or indirectly by the use of valproate-containing anticonvulsant medications like Depakote. Regardless of the specific role Depakote may play in the potential development of polycystic ovarian syndrome, experts believe that anti-epileptic medications like Depakote may significantly compound the risk of women developing PCOS, potentially causing infertility and other major medical issues.

U.S. warns of al Qaeda threat to stock trading and banking websites

The U.S. government warned private financial services that al Qaeda is planning a cyber attack on the U.S. stock and bank accounts, officials said on Thursday.

Homeland Security spokesman Russ Knocke says: “There is no information to corroborate this aspirational threat. As a routine matter and out of an abundance of caution, US-CERT issued the situational awareness report to industry stakeholders.”

The officials said that the attacks are aimed at destroying the databases of U.S. banking and stock market web sites. The Homeland Security group claims that the threat was for all of December.

A U.S. official said that the threat was posted on an website and called for the attack to avenge the imprisonment of Muslims in the Guantanamo detention camp.

Australia: Mat Morgan, Greens candidate in South Gippsland, talks climate, tourism, and local issues with Wikinews

Since June 2019, the people of South Gippsland Shire, located at the southernmost tip of Australia, have been without a local council, after a state government inquiry found “high levels of tension” within the council. Administrators were appointed by the Victorian state government in July 2019, who have governed the shire since then. However, South Gippsland’s council is scheduled to be restored with an election to be held via post from October 5-22, 2021.

Wikinews interviewed one of the candidates standing in this election, Mat Morgan. He is running as a candidate in the Coastal-Promontory Ward, and is endorsed by the Australian Greens. The Coastal-Promontory ward covers towns such as Venus Bay, Waratah Bay, Yanakie, Foster, Port Welshpool, and Toora, and elects three councillors to the South Gippsland Shire Council.

Ireland’s Household Charge 2012

These are the details of the new Household Charge – a new Property Tax that were announced in Budget 2012 and will be introduced in Ireland from January 2012.

The Bill has yet to be passed into Law – but it was passed in the Dail on Dec 14th.

The 2012 Household Charge amount will be set at E100 a year. The Household Tax will have to be paid before March 31st in each year of liability to avoid penalty charges.

Owners of residential property will be liable for the charge on each residential property they own as at 1st January 2012. Tenants will not have to register to pay the Household Charge.

Billing: No bills or invoices for this household charge will be sent – the charge will be on a self-declaration basis.

The definition of a residential property includes – house, maisonette, flat, apartment, bedsit. So – the owner of a building split into 5 bedsits will be liable for five lots of Household Charge.

A building is liable if it is occupied, or suitable for occupation. An empty house will not be exempt.A property which is let to more than one tenant with exclusive use of a bedroom for each person and joint use of common areas will only be liable for one Household Charge. Registration and payment can be carried out online when the HouseholdCharge.ie website is up and running. There will also be an option to register and pay by post. No other method of payment (i.e. in person) has been mentioned.

The liability date for 2012 will be January 1st 2012 and households will have three months to pay.

Late payment penalties will apply as follows:

Payments made within 3 and 6 months of January 2012 – a 10% penalty.

Payments made between 6 and 12 months late – a 20% penalty.Payments more than 12 months late – a 30% penalty plus 1% interest per month

So – if someone is 12 months late paying the E100 household charge – they will owe E130 plus another E12 interest – a total of E142.

If charges remain unpaid a charge will remain attached to the property

Selling House: A vendor of a residential property must pay any household charge, late payment fee and late payment interest due on the property and give a certificate of discharge, exemption or waiver in respect of each liability date during the vendor’s ownership to a purchaser on or before the sale or transfer can be completed.

Payments- The new charges will be payable as a one off payment online or by post or by quarterly direct debits. No “over the counter” payments are mentioned. There is no E10 fee for over the counter payments (this will apply to NPPR payments from 2012)

The following exemptions from the Household Charge apply: etc.

The following buildings are not defined as residential property and will not be liable for the charge: Buildings that are …• Part of the trading stock of a business and from which no income has been derived since the building’s construction, and has never been used as a dwelling.• vested in certain public authorities;• owned by voluntary housing bodies;• Wholly used as dwellings and liable for commercial ratesAn owner of a residential property is exempt from the household charge if, on the liability date, the residential property is:• Comprised in a discretionary trust;• Owned by an approved charity;• Vacated by the owner by reason of long term mental or physical infirmity.

The following households will have the charge waived:

1. Those in receipt of mortgage interest supplement – (about 18,000 households)

2. Those in certain unfinished housing estates (Estimated to be less than 1300 estates): – which will be on a list prescribed by the Minister for the Environment, Community and Local Government. (List not yet available).

Co-owners of property shall be jointly and severally liable for the charge, and payment of the charge by any one co-owner shall discharge the liability for all the co-owners

The Household Charge is just an interim measure to be put in place until a full property tax system is worked out.

The Household Charge/ Household Tax collected is supposed to be used by local authorities to help fund local services such as fire and emergency services, libraries, street cleaning, lighting, planting etc. Up until now the Exchequer has contributed to the funding of these services, but now some of the funding will be collected through the introduction of this household charge.

The Household Charge is expected to raise about E160 million a year, but there will be costs incurred in administration and collection of the charge.
